Crepey skin around my eyes?

I have crepey skin around my under my eye areas. Especially on my left eye.
I saw a dermatologist and he said that it's just age and my skin is starting to sag.
He offered Botox to stop my eyes from squinting, saying that would help reduce the wrinkles, but I'm afraid of doing that.
I'm only 38 years old and I don't understand why this is happening.
I wear sunscreen all the time and always wear sunglasses.
Plus I always wear a good eye moisturizer.
I hate this look, do you think an eyelift serum would help?

I've had loose skin around my eye area since my early 20s, so I know how you feel!
I've had puffy eyes since my teens. And I think because the skin has stretched out so many times for such a long time - when the puffiness does goes down - my skin looks very wrinkled and loose.
I've been researching products to help tighten the lower eye area for years. I started with Sudden Change Eye Serum that I found in my local drugstore many years ago. That was probably the worst eye serum I've ever tried. It look like I smeared egg whites under my eyes!
Anyway, I tried "hundreds" of serums since then but couldn't find one that worked to tighten the skin without drying it out.
In 2001 I had eye surgery to reduce the puffiness, but my right eye still swells up if I eat too much salt, have a cold, don't get enough sleep or suffer from allergies. So I'm still left with crepey loose skin under that eye.
It's very FRUSTRATING!
So I kept searching and trying products. Then in 2012 I found
easy eye serum.
